Sorry, looked like a radio tower on top of a building... but you are probably right.
Looks like the Arc de Triomphe on the left .

to the right: eiffel tower

nope. i believe the tower was home to IBM in france at one point. it's currently undergoing a top-down renovation (the photo is from a few months back).
