Dating of passport holder ?

I bought a green leather folder NOS on ebay from the Netherlands. It is old, light green and has the markings- montres rolex code 68.8.03.The front cover has imprinted- passport and passeport. It is very nice , full leather NOT the the vinyl stuff sold all over ebay . I just used it going over the Rainbow bridge into Niagara Falls ont- way cool.
