Vintage Rolex Submariner Dial Question

Hi Guys, Does this dial look re lumed to you?
the markers look puffy? or high. thanks for the help...

No expert but doesn't look right, some spillover on the 6 o'clock as we'll and not a serif dial

Yes, it has too much puff on the markers, which was probably caused by a chemical reaction (aka, some messed with it)...

Would need to see better pics but the some of the issues could just be crystal distortion. What's the serial number? From this one pic, it looks pretty consistent with dials from the 1.6-1.7 million range.
