Winding issue -- Need help/Advice

To make a long story short, I was in europe 1 month and left my 16013 at home rather than take the chance of taking it overseas. It functioned perfectly when I locked it in my safe, but when I returned I discovered that it had problems manually winding.

Manual winding normally causes it to start after about 20-25 turns, but now it will wind until about 50-60 turns before starting, or will not start at all unless I give it a light tap. I can hear when turning the crown an audible 'click' like the spring inside is skipping over the shaft, and thus not winding the spring. It might be possible I pulled the crown a bit to rough when I first came home to wind it, and that is causing the issue. The movement itself functions perfectly, including the self-winding; it is only manual winding that proves difficult.

Anyways, I took it to my local Rolex authorized dealer/service place and explained the issue in detail. They insisted that regardless of what the issue is, that it would require them to overhaul my Rolex and pay the $600+ for the service, despite it having been serviced just last year.

Is anyone familiar with this type of issue? Is there any alternative than to have it overhauled/serviced? I plan on contacting the jeweler I originally purchased the watch from to find if the warranty is still present, but aside from this does anyone have any advice?

If it was serviced by Rolex last year my advice would be to send it in under warranty. Even if serviced by your AD they should have provided a two year warranty.

Most of the time they will need a tap or light shake to provide an impulse to the balance wheel, especially if they have been stopped for a while.

Wear it. How is the timekeeping?

Accurate? Serviced last year? It's fine.

Maybe letting it run completely down and see if it is the same manually winding it the next time.

Do you mean to say that the watch was still under warranty and your AD won't honor that?
If so maybe it is like the commercial for auto insurance, it's not the wrong policy, it's the wrong company.
