Like real estate, it's all about location, location, location. Perhaps in the more affluent areas, striking-up an 'out of the blue' well-intentioned conversation about expensive watches is the norm. In most cases (regardless of demographics and/or prevailing crime rates) I have found that the majority of folks don't advertise their timepieces or compliment strangers wearing Rolexes. Ironically, there are some ADs who are somewhat indifferent as well (being that their main priority is to try and sell you another watch).

And perhaps attitudes are less about location and more about the company you keep. As you stated in a previous post:

"...the wife-to-be countered that Rolexes are oftentimes 'bimbo magnets' and that she would have nothing to do with this suggestion." Seems you run with a bunch of folks who are focused on/quite concerned about the influence/interference of these "bimbos" you speak of. Sometimes a watch compliment is just a watch compliment. I try to avoid them at all costs but the majority of those folks are usually friends and acquaintances of the Mrs. (who sometimes has questionable judgement in regards to the upwardly-mobile crowd she associates with). A majority of them seem overly pre-occupied with money/status-related commodities and I find this particularly disturbing at times.
