Underneath the clip of my pen and hidden it says "made in Germany metal". Does that imply the rest of the pen is made elsewhere and just the metal components are made in Germany? Does anyone actually know without just guessing like I can do?

Yes, the pen is made in Germany. The "Metal" designation just means that part is plated.
