For that money I'd get a 14060M. The pre-white gold surrounds 5513s are nicer for that reference.

The bracelet is missing a few links. You would need to factor the cost of these if your wrist size doesn't match.
As mentioned above, white gold surround 5513's are very common.
I'm not up to speed on the price of these but around $5000 I think is reasonable.
Does he have the receipt from the service?

Good call. I'm in a similar situation trying to find a vintage sub or GMT that is "pre-surrounds."
