3 msec off beat = 3.9 deg offset in 18000 vph?

Just running this mental exercise.
Given a 18000 VPH, a 3 millisec off beat, 270 deg amplitude
18000 VPH = 5 beats per sec
5 beats x 270 = 1350 degrees per sec.
= 1.3 deg per millisec time 3 for 3 millisec error
= 3.9

does this make sense or/and am I missing something?
