Luminova painted on both sides?

So, I spend a lot of time staring at the workmanship of my GMT during moments of extreme concentration (normally when I'm comfortably seated doing "el Numero Dos" ... or "Taking the Browns to the superbowl"). During this rolex inspection, I've seen an effect that could be an illusion.

Does anyone know if both sides of the seconds hand are painted with luminova paint? I swear I can see a reflection coming off the black face of my UTC Master II. Any watchmakers know for sure?

The dot where Luminova is filled is hollow. The mixture is like a glue that when dry, fills the void.

The minute and hour hand are also open inside. Older watches can be found with the lume completely missing.

The hands only have SL on the overside.

The underside is sealed so that the SL cannot fall out.
