Icon5 Datejust 116234 with no lume?

I recently bought a Datejust 116234 from 2009 to my wife. It is with a silver dial & Roman numerals. It now turns out that it does not glow/lume in the dark; neither the hand nor the dial.
Is that how it should be?

Well I'm fairly sure Roman numerals do NOT have lume so that is correct. However, usually the hour and minute hand have lume unless I am mistaken? Help me out guys.

Surely no point in the hands having lume, unless there is something on the dial to reference them against in the dark? I know some models of DJ-II have hands without lume, where there is no lume on the dial either.

The Roman Jubilee dial does not have loom on dial or hands

My wife's also has no lume, and my 116334 blue Roman doesn't either
