Today I got back the documents with the explanation: It is not allowed to have a cartoon character in the driving license, so your attached photo is disallowed.

Over here they insist on taking your photo themselves at the Main Roads Office.
You are not allowed to smile or wear your spectacles. Everybody looks like an axe-murderer. A picture of Mickey Mouse or Goofy would be an improvement.
