How Does One Polish a Watch With PCLs?
No, I am not thinking about doing it myself. No, I am not thinking about having it done. However, I just watched this:
https://www.youtube.com/watch?v=lTE7TWsNpVk And it seems like they polished the whole band and then filed the outer non-polished links of the band. Is that how it's done? I always assumed they covered up the non-polished parts with something like painter's tape and just hit the PCLs. The way I described does seem quite destructive.

I was unclear, but I meant to ask, "When a professional at RSC or wherever polishes a watch, how do they do it?"

Tape off the brushed links and use a Cape Cod cloth. That's how I do it.

No. I learned this method with 18k gold. Steel is easy compared to working with the much softer gold.

Cape Cod cloths work very well. Tape off the remainder with stickers or jeweler's tape. Same direction and very gentle and slow, while careful not to hit any brushed spots. Depending, on the depth of the scratch, you may need to do several runs.

Wow. Not a single response answering my question. Let's try again.
I watched the video I linked to in the original post. It looked like the PROFESSIONAL WATCH REPAIR/POLISH GUY polished the entire bracelet and then filed the non-polished outside links. Is that the way RSC and other professionals do it? It seems pretty destructive.

At the factory, the entire bracelet is polished then brushed.
