what is the story on this watch, why is it so cheap? I don't know how I feel about the textured dial though. Want to see if this is a good deal or not.

Nothing is wrong with it. The jubilee dials are not everyone’s taste and diamond dials depreciate heavily. If this is what you want go for it. It’s a recent example and it comes with the full set.
