Opinion on a 5500 dial 3-6-9

Hello everyone,
may I ask you what do you think of this dial? nice patina or something bad that could be fixed?

Actually I don't understand the black spot on the tails of the arrows

I quite like the patina. The black dots are the old lume markers. The dial text is suspiciously fresh looking but not unattractive.
