BEWARE: Begging AD’s in Sweden for New SS Models
Now you must get a license to beg AD’s in one town to get a hard to find SS model. Or to get the money from anyone to buy it.

I couldn't read the article for some reason, but that's the policy in Albuquerque.
I'm not sure what the fee is, but panhandlers need a license to panhandle. As far as I know, no one needs a license to beg for a Rolex. I guess mainly because begging doesn't work.

My town has had a similar ordinance for many years. Natch it doesn't stop most panhandlers, but technically they could be arrested.
Of course, it's a pretty upscale town and we don't have many people begging, and only one Rolex AD.
