Second hand rubbing underside of glass

I have a Oris and I noticed it is losing time and upon closer inspection seems like the short part or the second hand is making contact with the underside of the sapphire crystal glass. The pic you can see a mark the second hand has left.

Has anyone seen this before?

Can a watchmaker reset the second hand?

Is this common? What causes this? I have never dropped or impacted the Watch before?
