Rolex Country Code question

Hi All

Seeking views and wisdom on a chronometer certificate dated 1998 for a 16520. The cert is stamped from a Manila dealer but bears the country code 400.

I understand 400 is the code used for HK (along with 888), but is it possible that a cert bearing code 400 is used by a dealer from another country?

Other than the country code point the cert does look legit to me - watermarks present etc.

The selling dealer in Manila could have made a dealer trade some type of trade with the AD in Hong Kong or the selling dealer could have purchased the watch wholesale from a dealer in Hong Kong and resold it at a shop in the Philippines. These are two possibilities and there are probably more I'm sure. It was not unusual 20 to 30 years ago for dealers to wholesale their watches to others.

That is legit.
My 16520 bought in Dec 95 (Early S serial) from my AD here in the Philippines has the country code 400 on my certificate.
Maybe all watches to the Philippines in that period came from HK.
