Dial mostly looks good to me with the gilt print and glowing radium lume but my first thought are the 9 and the 6 are usually more squared off and oblong instead of round. Is this supposed to be for a 1016 or a 6610?

Rolex did use that font for their 6s & 9s on the gilt explorers but that was more for the fat font dials. My first instinct just based on these photos is that the dial is probably genuine, but I think it requires further research.

It’s not in the greatest condition but it’s not bad either. Unless you already have the watch though finding everything else, especially matching hands is so damn hard. Not many people are willing to take that risk. 4K usd is still a lot of money.

Dial is okay. The lume is quite ugly and there’s some damage. As shiny said, unless you have a 1016 with a service dial in it from the correct period, the dial is pretty much useless.
