Welcome to the forum. It should turn. Check some of the threads on here to get more info.

The bezel should turn. Sounds like a bridge may have been replaced in the movement. Photos would help.

If it's a ref. 1625, after the mid-1960s the 1575 caliber movement was used. As others have said, the bezel should turn.
You can attach photos to your posts following these instructions: Embedding attachments in Rolex Forums posts Here are instructions for attaching a .jpg image to your post. It must be less than 293 kiloBytes in size, so if it's larger than that you'll have to resize it using one of the free online apps on the net like https://www.resize2mail.com/. Also, you must include some text in the post; a short sentence will do. 1. Click on "Post Reply" at the bottom of the last post in the thread. 2. In the "Additional Options" window, click on "Manage Attachments." 3. In the window that opens, click the top "Choose File" and then enter the file name of the .jpg file on your hard drive you want to embed in your post. Click "Upload." If your file is too large you will be told, and you'll have to reduce the file size below 293 kB. 4. Close that window, click "Preview Post" to preview your post, and if it looks OK click "Submit Reply."

Assuming your metal ring is correct, you will need to remove the ring and make sure the spring is inside and clean out any gunk and reassemble making sure it will turn.

I would still keep an eye out on Ebay and such as you might find an inner ring for a fair price. It would be great too if you could get it welded/soldered and cleaned up. I agree with you on the dial. I’ve never seen that exact style of Buckley dial with the extra gold markers before. It’s definitely unique but I kind of like the busy look of it.

Aftermarket bezel retaining rings are available for about $50. Sometimes they require some adjusting.
